Draped in her favourite green colour saree, Jayalalithaa's body was taken from her Poes Garden residence early this morning to Rajaji Hall where hundreds and thousands of supporters queued up to have a last glimpse of their 'Puratchi Thalaivi Amma' (Revolutionary Leader Amma).
As the casket carrying the body of six-time chief minister was placed on the steps of Rajaji Hall, in the heart of the city off arterial Anna Salai, four Army men covered it with the national Tricolour.
Cries of 'Amma, Amma' from hundreds of AIADMK supporters rent the air outside Apollo Hospitals where J Jayalalithaa breathed her last after suffering a massive cardiac arrest.
Chest-thumping and wailing, men and women could not come to terms that their beloved leader was no more as the ambulance carrying the late Chief Minister left the hospital to her Poes Garden residence.
From the night of September 22 when she was hospitalised for fever and dehydration, various union ministers and film personalities, besides well-known people from various walks of life, had visited the hospital to enquire about her health.
The Tamil Nadu government has announced a seven-day State Mourning from Tuesday in view of the demise Jayalalithaa.

Chasing down a target of 434 was never a realistic equation for New Zealand and with only six wickets in hand going in to the final day of India's 500th Test match, the question was how soon will India wrap the 1st India vs New Zealand Test match at Green Park, Kanpur to take a 1-0 lead in the 3-match series. While New Zealand delayed the inevitable with good resistance in the morning session, India broke down their defence to register a thumping 197-run win 14.3 overs in to the second session.

A dominating victory made sweeter as it came in India's 500th Test match. Incidentally, India had lost their 100th and 200th Test match but were on the winning side in 300th and 400th Test. Looking back, there could not have been a perfect ground than the Green Park stadium for India and at the forefront of the victory was Ravichandran Ashwin who claimed his fifth ten-wicket haul (10/225) to go with a handy knock of 40 runs in the first innings. He also became the fastest Indian to 200 Test wickets and second-fastest in Test history, achieving the feat in his 37th match.

Murali Vijay and Cheteshwar Pujara's twin fifties in the match proved to be the fulcrum of India's batting while Ravindra Jadeja too had a stellar match claiming five for 73 in the first innings before scoring 42* and 50* lower-down the order. Mohammad Shami, who failed to get any wickets in the first innings, made a telling impact with the old ball to accelerate India's march towards victory claiming two quick wickets late in the morning session on Day 5 with reverse swing.

New Zealand went in to lunch on the final day at 205 for seven with no chance of saving the match. After Shami's two quick strikes before the break, Ashwin completed the formalities taking the remaining three wickets. Mitchell Santner resisted well but was the first wicket to fall in the post lunch session when Ashwin ripped one to the legside. The ball turned and jumped viciously to open up Santner and the batsman ended up outside edging the ball to Rohit Sharma at silly point. He made 71 off 179 deliveries. Four overs later, Ashwin, with the new ball taken, saw Ish Sodhi moving across the crease and sent in a seam up delivery that crashed in to the leg stump. Neil Wagner was the final wicket to fall when he misread a carrom ball from Ashwin and was trapped in front.

Shane Jurgensen, New Zealand's bowling coach had said that NZ will have to fight till the end to save match and the fight was shown by Luke Ronchi (80) and Santner in the morning session. The duo chanced their arms and scored runs at every possible opportunity to add 65 runs to their overnight partnership of 37 in 20.4 overs.

Ashwin and Ravindra Jadeja did get appreciable turn and bounce from the Green Park strip but failed to get any breakthrough early. Similar to the first innings, Ronchi used his feet to great effect. He rocked back early to the deliveries which were marginally short and came forward without much apprehension to the ones tossed up. But a lapse in concentration right after drinks break led to Ronchi's dismissal after he had scored 80 off 120 balls with the help of nine fours and a six. He went for a slog sweep to a flatter delivery from Jadeja and playing against the turn, managed a leading edge to point.

Santner, who had played 50 balls the previous day for his eight runs seemed to have a better understanding of the pitch and the turn, putting in another solid display with the bat.

China again declines to confirm backing Pakistan on Kashmir

 For the second time in less than a week, China on Monday snubbed Pakistan by declining to back reports in Pakistani media claiming Beijing's support for the country in the event of any aggression and backing it on the Kashmir issue.

As a "neighbour and friend", China once again appealed to India and Pakistan to engage in dialogue to "properly" resolve disputes, including the Kashmir issue which it said was "left over from history", and jointly work towards regional peace and stability.

Asked about reported remarks by Pakistan consul general in Lahore Yu Boren that China will support Pakistan against any foreign aggression and backs Islamabad on the Kashmir issue, Chinese foreign ministry spokesperson Geng Shuang told media briefing here he was not aware of any such remarks made by the envoy.

"I am not aware of the situation you mentioned. But China's position on the relevant issue is consistent and clear," he said.

"As the neighbour and friend to both Pakistan and India, we hope the two countries will properly address their differences through dialogue and consultation, manage and control the situation and jointly work for the peace and stability of South Asia and the growth of the region.

"With regard to the Kashmir issue, we believe it is an issue left over from history. We hope the relevant parties will peacefully and properly resolve the issue through dialogue and consultation," he said.

He was replying to a question about remarks attributed to Yu made during his meeting with chief minister of Pakistan's Punjab province Shahbaz Sharif.

"In case of any (foreign) aggression our country will extend its full support to Pakistan," consul general of China in Lahore Yu was quoted as saying in a press release by the Punjab chief minister's Office, according to a report by Pakistani daily Dawn.

"We are and will be siding with Pakistan on the Kashmir issue. There is no justification for atrocities on unarmed Kashmiris in (India)-held Kashmir and the Kashmir dispute should be solved in accordance with aspirations of the Kashmiris," the report had quoted Yu as saying.

 Revenue deficit coupled with the looming Rs 10,000-crore burden of the 7th Pay Commission have forced the Rajasthan government to switch to austerity mode.

For starters, the government will `rationalise' posts in each department aggressively by merging `unnecessary' posts, increasing the use of technology and reducing the dependence on manual labour, thereby curtailing all new recruitment. This will help to cut down on salary payout, which is the single largest burden on the exchequer.

The tough measures will be rolled out by the government in the coming days. All departments will be asked to review the need to continue with existing posts and discouraged from demanding more personnel. But positions that are essential will be kept out of the process.
The size and grants given to states for various schemes have reduced, resulting in wastage of resources currently employed to implement them. Similarly, in some departments, technological intervention can reduce the dependence on manual labour and can be implemented without much delay .

"The request to carry out `rationalisation' of posts is regularly made by the budget finance committee (BFC). However, we will pursue it rigorously," said a senior official. The unwillingness of departments to eliminate posts that are irrelevant is a major hurdle.


"The exercise is important for schemes that have been changed, discontinued or whose size have been reduced. Apart from that, with some help from technology we can reduce the dependency on manual labour," the official added.


The state is witnessing a revenue shortfall as evident from collections in the first six months of the current financial year. The dip in oil prices and the sluggish real estate sector have hit the coffers of the government hard. Adding to the woes is the additional burden of Rs 5,000 crore as interest payments on loans of power distribution companies under the Ujwal Discom Assurance Yojana (UDAY).


Moreover, the government has not yet implemented the 7th Pay Commission recommendations, for which it would require another Rs 10,000 crore.

JAIPUR: State capital has failed to lead from the front. While smaller cities like Udaipur,JodhpurAjmer, Dungarpur have excelled in implementing many schemes related to infrastructure and development, Jaipur still struggling to meet the targets.

Recently, Udaipur has surpassed Jaipur in the installation of LED streetlights. As per the Ministry of Power and Energy Efficiency Services Limited records, a joint venture company of the PSUs of the ministry, Udaipur is the first city to have got rid of traditional high-pressure sodium lights from its streets by replacing them with 35,000 LED lights.

In comparison, Jaipur is way behind as only 22,500 LED streetlights have been installed against the target of 1.5 lakh. "In phase 1, JMC has replaced 15,000 traditional lights with LEDs on main roads of the city. Nearly 7,500 LED lights have been installed in the lanes. Replacement work is moving at snail's pace as JMC has failed to develop infrastructure to install these lights," said a JMC engineer.

Similarly, despite being pulled by the Urban Development and Housing (UDH) minister Rajpal Singh Shekhawat , JMC has failed to appoint firm for door-to-door garbage collection under Swachh Bharat Mission whereas the scheme has been implemented in many wards in Jodhpur.

City Mayor Nirmal Nahata said, "The financial bid for door-to-door garbage clearance will be examined soon and company will be appointed. Firm for waste to energy project has been appointed and infrastructure development has been started. Also, door-to-door garbage clearance exists in few words like Jodhpur,"

"We are strengthening our base. Recently, 190 crore work orders have been sanctioned for the city's development," the mayor added.

Sources in the local self-government (LSG) said that progress of schemes such as National Urban Livelihoods Mission (NULM), Swachh Bharat Mission, Basic Services for Urban Poor (BSUP), Heritage City Development and Augmentation Yojana are too working at a snail's pace in Jaipur.

In Ajmer, under the Heritage City Development and Augmentation Yojana, work to conserve Anasagar and Pushkar lakes has been started. However, no such project is on the list in case of Jaipur.

Also, JMC had not prepared a single detailed project report (DPR) of projects, which will be taken under the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) mission, until July.

Centre, Rajasthan at loggerheads over Rs 800crore hospital in Alwar

 The Centre and state government are on a collision course with the running of the Rs 800-crore medical college built by the Employee State InsuranceCorporation (ESIC) in Alwar.

The government has raised objections to the terms and conditions set by the Union ministry of labour and employment which includes a soon-to-be-finalised profit sharing formula and the medical seat-sharing ratio between various parties, among others.

The government has submitted its objections and asked the ministry to reconsider the clauses under which it plans to transfer the building and management of the medical college.

As per the conditions, the Centre wants to run the medical college and hospital on a profit sharing basis and has demanded 50% seats for ESIC employees and the Central pool. While 50% of the seats will be allotted to Rajasthan government, 35% will be reserved for children of workers and labourers of ESIC with the remaining 15% going to the Central pool.


According to sources, Rajasthan has put its foot down and rejected these conditions. In a letter to the ministry, it noted that the running and managing of such a huge facility would require a recurring expenditure of about Rs 100 crore every year. The state government cannot solely bear such a huge expense. Apart from this, the government is of the opinion that public hospitals rarely make any profits.


"Government medical colleges and hospitals have hardly made profits anywhere in the country. And if the Centre wants to share the profits, will they be ready to share the losses too," asked a senior official.


The government is also against reserving 50% of the seats for ESCI and the Central pool. Meanwhile, sources claimed that the Kerala government has agreed and submitted to similar conditions put forward by the Centre. However, Rajasthan has decided to take a firm stand and negotiate for its fair share in the agreement. Constructed at a cost of Rs 800 crore, the Alwar Medical College will be administered by the state government. The Union minister for labour and employment (independent charge) Bandaru Dattatreya had formally announced the decision while on a visit to Jaipur in May.

Pvt schools oppose cut in reimbursement under RTE Act in Rajasthan


The private schools have objected to the state education department slashing the annual reimbursement to private schools for admitting students under RTE from Rs 17,732 to Rs 15,029 per child. Schools have contended that they will move the court for the unjust slashing of the amount by the state. The RTE Act says that the state government will reimburse private schools at the same rate to what they are spending per child in their schools. The move to reduce the reimbursement was taken in view of the state's claim that enrolments have increased and the number of teachers has decreased in schools, which has overall reduced their spendings.The enrolment has increased in elementary education by 5% and the number of teachers has been reduced by 2% from 2014-15 to 2015-16.

The private schools in Rajasthan have objected to the move and termed it `miscalculated and unjust', having serious repercussions on them.


"The rise in enrolments and decline in the number of teachers must not have made a difference of more than 7% in the expenditure of the government. It is also interesting to note that DA must have increased by 15%-18% which neutralises the cost reduction by way of increase in enrollment and decrease in teachers," said Damodar Goyal, president of Society for Private Unaided Schools in Rajasthan.


Private schools have claimed that school expenditure has increased by at least 10% on a scale of consumer price index (CPI). There is no relation between government expenditure and increase in the cost of per child in private schools.


"Schools with better infrastructure and the teacher-pupil ratio will be worst affected by the reduction in reimbursement rate as they get between 25% and 50% of their total per child expenditure through reimbursements," said a private school principal.

JAIPUR: Rajasthan's only remote sensing department at MDS University, Ajmer, will have no faculty from October 1 onwards leaving students in a tizzy. It is the costliest department which has equipment ranging in crores. The only faculty of the department is retiring on September 30. Ironically, state government has sanctioned recruitments on 22 teaching posts, but none for the remote sensing department.

Established in 2002, the department has come out with path-breaking reports onIndira Gandhi National Canal (IGNC), Wetlands in Rajasthan and Keoladeo National Park. Besides, the department has carried out several research projects on urban planning. "Our impact assessment report on IGNC pre and post canal has identified the vast desert area turned into agriculture zone," said Sarveshwar Palria, head of department, remote sensing.

This department also has the credit of designing curriculum which is running in 70 institutes across the country. The department has 18 students from 6 states enrolled in its MSc degree course in remote sensing. Moomal Rathore, a third semester student, told TOI that the subject is highly technical in nature and they would require the assistance of a full-time experienced teacher.
It is a practice subject and the only department where we work for long hours. We will not move even a step further in the absence of our teacher. The state should either appoint a teacher or extend the term of our HOD till they hire anyone," said Rathore.


The department has a glorious placement record with its students holding senior positions in ISRO and many foreign universities. Higher education minister,Kalicharan Saraf, told TOI, "If the university administration will pursue for the post, I will definitely consider it and send it to the finance department for final approval."


When asked why the post was not filled in advance, he replied that university administration must not have asked for the sanction of any post for remote sensing department. The department gets satellite images and data in binary form from Remote Sensing Institute in Hyderabad in two forms—visual and hard copies. Students convert this data into reports via expensive softwares, image processors and GIS systems.

ALWAR: A drunken father killed his three-year-old daughter inAlwar on Wednesday. Reason: He wanted a son. The incident, reported from Alwar, comes just days after a woman in Jaipur killed her four-month-old daughter as she wanted a son.

According to the police, on Tuesday night, Sundar came home heavily drunk. "He locked up his wife Sunita and father Hari Om inside a room, and took the toddler out with him and strangulated her," said Surendra Saini, SHO at MIA Police Station.

Hearing the screams of Hari Om and Sunita, neighbours later entered the house and freed them.


Sunita and Hari Om then rushed towards the backyard of the house to find the toddler dead. "Sunita was horrified and fell on the ground when she saw Vedikalying dead," said Nandlal, a relative.


She then rushed to the police station and lodged an FIR. The police sent a team of constables and took the body of the infant to Rajiv Gandhi General Hospital where she was declared brought dead.


Nandlal told TOI that Sundar had three daughters and Vedika was the youngest. "Sundar desperately wanted a son. He would often come home drunk, and beat Sunita. He had asked Sunita to either deliver a boy or face the consequence," he

20-year-old BSc student hangs self in Kota


OTA: A BSc student in Kotacommitted suicide by hangingherself from the ceiling fan in her room.

20-year-old Lovely Gupta's body was found by her mother on Wednesday morning, after which she informed the police.

The girl was living with her parents and two brothers, who are also students. The family, which belongs to Gopalganj in Bihar, is living in Kota for the children's education.

Police have recovered a suicide note from the girl's room, in which she has claimed that nobody is responsible for her suicide and her family should not be harassed over this. She also sought the family's forgiveness for taking the extreme step


According to SI Ram Swaroop, the girl, who was studying at a private college, had attended a party on Monday.


"Her mother told us that the girl seemed sad since the party and did not speak much with the family members. She committed suicide sometime in the night," the officer said, adding that the girl was possibly depressed.


Police have recorded the statements of the family members and neighbours.


"A case has been registered and we will investigate the matter further. Her friends and college mates too might be questioned," SI Swaroop said.

JAISALMER: BSF's Rajasthan Frontier inspector general, B RMeghwal on Wednesday said a high alert has been sounded along the entire western border, considering an increased movement of forces on the Pakistan side. Extra troops have been deployed at the border and BSF has been directed to deal with all kinds of situation.


"There was an increased possibility of militant intrusion from Pakistan adjoiningGujarat and Rajasthan," said Meghwal. Due to strictness along international border in Punjab and J&K, the terrorists are continuously trying to enter from Rajasthan border, the officer said.


Intelligence reports have talked of increase in Pakistani Rangers' movement opposite Jaisalmer and Sriganganagar districts. "All preparations have been done for the border security," Meghwal told reporters after the Rajasthan Frontier commanders' two-day conference in Jaisalmer Sector North.


Meghwal said BSF was ready to deal with any situation. "We have sufficient ammunition. If a situation of war arises, Pakistan will not be in a position to fight ever again," he said. "Watch is being kept on every situation, especially in Sriganganagar where there is adverse situation and it has been directed to be extra alert. The border is being secured using modern equipment and technology," Meghwal said.

"He had spoken to a junior engineer of JDA Kana-ram for this permission. Kanaram visited the spot in June and demanded Rs 5,000 for granting the permission of construction," said the official.


But he kept asking for the remaining amount for giving permission of construction. When the complainant negotiated, Kanaram agreed to settle the deal in Rs 2,500. Of this, Rs 500 was taken by him on Tuesday.


He agreed to take the remaining Rs 2,000 on Wednesday at Kalvi bus stand on Jodhpur-Jaipur road. But then, Soni complained to ACB, which after verification of the complaint, laid a trap to catch Kanram red handed while taking the bribe.
